The State Attorney’s Office today released the complete investigation of last year’s fatal crash where a bicyclist was killed on the Sanibel Causeway.

Earlier this month, the investigation concluded that Theresa Shirley, who struck and killed cyclist Tracey Kleinpell, would not face criminal charges. Kleinpells friends and family, as well as bicycle activists, expressed frustration with the decision.

Now the State Attorney’s Office has released hundreds of pages relating to the year-long investigation. The documents include testimony from 23 witnesses, including people who were driving on the bridge at the time of the crash, boaters, law enforcement and EMS personnel. A toxicology result – deeming Shirley negative for alcohol but positive for a few prescribed medications – is also included.
